I'm already on the edge since you've twisted the personalities and also the characters of the Third, Danzo and root. The Third had flaws, but he was one of the good guys, he would never condone killing for the sake of power. Danzo is literally a cautious opportunist, he condones and order vile actions in order to protect Konoha. Stirring up minor skirmishes in other elemental countries and doing other things. He has proven to be in the wrong many times, but he still chooses to do everything he does for the village. With his cautious personality, he would have called for a retreat as soon as some unrelated party barged in on a secret meeting. The root consist of brainwashed ninjas - often orphans. They all have seals in order to guarantee their loyalties. They are also trained from a very young age to suppress their emotions. A member wouldn't blink an eye to kill a child or even a co-member of the root. Remember Sai's small arc? No matter what their true feelings are, they would still perform their missions in silence - not unlike robots.
