3.B and C seems like a good option at first hand. but when tobirama is revived then the troubles will come knocking again. I guess the best option he has right now is to say that he figured out everything on his own. he just got inspired by 2nd hokage because of how similar they looked. so he gathered all of his achievements and tried to replicate what 2nd hokage does.

life is almost like a game. if it's easy, would you have played it? you would get bored easily, and after a while, you would ask yourself, what am i even doing? So if your life is not difficult, then did you truly live? it would be painful, it would be depressing, it would make you cry, but it's your life. it doesn't matter how much you fall, for there shall be time when you enjoy it. The afterlife does exist in naruto, no? so in the end, when you finally meet your family, you'll have a lifetime worth of stories to tell.

I would suggest that the legendaries are aware that the people of the pokemon world have become strangely unusual. it causes unrest amongst the legendaries as they try to figure out what's happening. so you can create your plot to make it more interesting as the legendaries are 'aware'. maybe make the mc as a friend to the legendaries? make him have some strange relationship with the legendaries? maybe an enemy that rivals that of arceus? maybe make that enemy the whole reason this whole change? idk. I leave it up to your imagination.
