I think this eventually gets brought up but no he doesn't keep his progress towards his chakra reserves or his body development but he does keep his chakra control and things of that nature.

There were now 2 years before the start of the Second Great Ninja War, and it lasted around 5 years. I am not going to say I know how old Fugaku is supposed to be, but I've done a lot of searching on this since I wanted to be as accurate as possible and also due to people saying this constantly, but the only thing I could ever find was that there is no cannon age for fugaku so I just made one up.
