Both meta powers and quirks are genetic, I don't know exactly how all for one's quirk works but if it is depriving the quirk genetics and giving it to himself it could potentially work on metas.

What about the emotional entities (Lantern Beasts). I thought they were the physical embodiment of emotions in the DC universe.
There didn't seem to be an entity in control of the Emotional Spectrum like those devils or dimensional lords in Marvel, so again, what answered all of his questions whenever asked was a sort of, but not exactly, A.I. - Wheeler47842mthCommented

This is going to sound super overused but give the champion Escanor's sunshine. You would have to heavily nerf it of course, but the key would be keeping the weakness at night. Every fanfic manages to remove its weakness making it invincible.

Yeah there is definitely another way to legalize his quirk usage on stage. Like would the government not allow an electrician to use an electricity quirk? a healing quirk in a hospital? or any quirk related to their work. There must be some sort of certification it would be too inefficient otherwise. Shawn does not need to be able to arrest people like a hero, just quirk usage. Even a provisional license would work as his concerts would always have hero security.

And because of that, I won't be able to recognize who is a part of the supernatural or not sans the ones who appear in DxD. I sound a bit paranoid I imagine. But I cannot stomach the nerves I would feel if I had hundreds of customers in my shop and every single one of them is a god.
