well it's simple firstly he was not a pure Uchiha and doesn't have Uchiha surname.he was just related to Uchiha through his mother's bloodline. secondly his mother's side was also didn't contained people who awakened sharingan and the same was for mc's mother who was only a chunin rank Ninja. so no one has any expectations from him to awaken his sharingan. lastly from Itachi novel we get to know how rare it was for an half Uchiha to awaken an sharingan and how they wasn't able to utilise it's full power. example:izumi (Itachi's gf) she get exhausted way to early by using sharingan. Sarada is kinda exception due to her sharingan Awakening was way to easy without needing a heavy emotions overdose maybe it's due to the fact that curse of hatered was gone.
