Iirc, the Luck stat only increases drop chance and conflict judgements. It's the [Luck Glow] talents that affect one's opportunities. Luck is really weird and seems to only be effective with a lot of points in it.

Kind of! It's rather overblown since people conflate when Han Xiao speaks about his effect on the Chinese players to the book claiming something inherently special about the Chinese in video games. In fact, the book says multiple times that they were a second-rate country in terms of Galaxy E-Sports without Han Xiao's influence, which is just a byproduct of his organization and its development. If he were born on Planet Winterfrost, he would be doing the same stuff for the Americans, just with a little less pride for his nation.
The memory of reading the hateful comments toward the pro league chapters popped into Meng Min's head. The players could still exchange contribution points for Ultimate Knowledge as Calamity Grades, but they had to pay 12k per knowledge instead of the 6k Han pays. Given that the players had 6 versions (more like 3 to collect contribution points in this case), it is possible for the no-lifers to obtain all of the knowledges. It should also be mentioned that the Players likely topped out at around A in Han Xiao's previous life, as reaching the 34k Ona threshold is hard. There is some conflicting information about whether or not they did reach Grade S, but I believe that such a thing would have shaken up galactic society way too much, so it is unlikely.
Generally speaking, the players could never afford the expenses needed to collect all the Knowledges, and it was difficult to learn all of them. However, there were a minority of people who grinded like crazy to completely learn all of the available Knowledges. Han Xiao was one of such 'Liver Emperors[1]'.
