The real threat is not even the pirates but the world nobles who might take ur mom/sis/wife or even u if they find u seggsy but meeting them is quite rare. techincally he is right since palkia, dialga, regigigas, giratina, yveltal, groudon, kyogre, arceus, the 3 dogs and darkrai are 99% of the time inactive with giratina being the only one tryin to go out side the shadow realm or smth and if im remembering correctly he dont really care much abt humans so compared to something like galactus or trigon or darkseid, the pokemon can be considered quite tame
