Grudges can be put to rest... However... It takes a very long time for them to rest... Even now some people like my grandfather gazed at german tourists with hatred... He thinks that if it wasn't for them his family wouldn't have been broken apart. The wounds inflicted by WW2 are healing but it's still a bit raw for the older generations like my grandpa... I may not have any problems with germans because I don't blame them for what their great, great or more grandparents did... But the older generation remembers and that is what is happening with the other villages in Naruto... They still remember what happened and are holding a grudge. Sorry I went on a tangent.

She's a genius in canon so I wouldn't be surprised if she found a way to harm him badly without her having to have the same strength. Perhaps creating an Artifact that will harm the soul idk. But she is one smart cookie.
