No form doesn't mean just absorb any beast. Everyone can absorb a beast. It's their affinity for the beast. His no attribute means he can learn all attributes faster and easier than one who has an attribute for say fire but has a water cultivation technique instead. I doubt he can learn a fire attribute faster than one whose soul is fire attributed and has a fire attribute technique. His no form is similar to the no attribute. He can take in any beast and the cultivation speed will be better than one whose beast is not suitable for them but whether it's on par with those whose soul is suited to the beast they take in or not, that's up to the author.

Cultivation is any energy my man. To cultivate (growing, raise/raising, rearing, planting, sowing seeds) or ideas for the future. Hell, even the Naruto people practise cultivation. Train to grow their energy. Cultivate their chakra, skills etc. There's no rule that states it has to be Qi only. It can be Qi, Chi, Ki, Reiatsu, chakra, Aura, Soul, body, mind, spirit etc. as long as you're growing them.

Sun god power only. Haki is a different thing altogether. He'd have to find a way to replicate those moves infused with haki or just make his own or just leave them and fight with the ones without Haki. It would still be interesting regardless.

Or give Hawkeye a Byakugan. But one that can do all a Byakugan is capable of plus has the Sharingan's insight and illusion capabilities (allowing him to cast illusions on whoever he wants and predict their movements). And it's powered by Stamina and thought. No over the top energy like chakra or ki. Maybe you can say it's powered by bio-electricity since it's sensible but that would allow him to use bio-electricity (scientists term for chi.... I think) and would make him too strong since Shang Chi once defeated Thanos. Better to make him a regular himself with magic eyes. Would make for an interesting story that isn't challenging to write as he won't just grow strong to the point of one-shoting enemies.
