I explained that Shinji wasn't able to attain the physical prowess that Rock Lee did, since he was also focusing on training chakra and creating Ninjutsu at the same time. For Sasuke, it makes for a better fight for him to be more skilled. I was aware at the time of writing that he wasn't able to do a feat like that in the canon, but it doesn't make much of a difference in the story.

When Sasuke felt inferior to Naruto he challenged him to a fight on the rooftop. Sasuke who believes he is the best, was not able to achieve first place in the academy, therefore he became frustrated. He challenged Shinji from a place of insecurity.
