True if Bella is mom and eldest (I’ll trust you there, idk if Andromeda or Bella older), though it would start back all the way up back at Phenias Nigelleus Balck where the main line (through Sirus II to Arturous to Orion to Sirius III and Regulus) and Bella’s line split. Then we’d half to work the way down from there (so I think technically after Sirius III [current Sirius] it would be Pollux then Cygnus and then fall down the Bella and the girls depending who’s alive and the order of Pollux’s siblings).

Bellatrix, Narcissa and Andromeda (Tonk's mom) are all his cousins. Only Regulas was Sirius's sibling, so Happy should have the same inheritance rights as Draco. The things about Sirius losing claim and rights probably depends on both the a trial result (which he didn't have) and if he was officially removed from the family registry (which would not have been done by Walburga [Sirius and Regulus' mum] since she was never the family head).
