That is not true. The Sisters of Battle were created after the Sisters of Silence were already a thing. If you need more evidence, in the second Plauge War book a Sister sees a Sister of Silence and notes clearly that it is the first time she is seeing an Obsidian Knight for the first time.

Isn’t it stated that they were made from the crimson egg or whatever that thing is that Roy uses to clone himself? However, while I am pretty sure it is stated that Angels don’t have the ability to reproduce naturally, due to lack of genitalia, this is not a hill I will die on since it has been a few years since I reread CMDK. Although I will admit that if what I said above is true the fact that Julia clearly has genitalia is a counterpoint to my argument. Also you make a fair point though I have offed a counter argument.

I understand the molecule manipulation bit, but the sheer amount of knowledge you would have to have for biological manipulation alone. You would also have to have some Hyper Intelligence power on top of the TK.
