this is the biggest misunderstanding of all fics out their, Hiruzen never called himself the strongest hokage watch hiruzen vs orochimaru fight dialogue again it was orochimaru who called him the strongest among his contemporaries i.e. he was the strongest hokage of his prime period not the strongest hokage of all time. it was in relation to other kages of his time. if you think Iam wrong plz find the manga chapter or clip of anime dialogue that says that hiruzen called himself the strongest

He immediately put a stop to it but the damage was done. he cannot control the behaviour of every single person in konoha he was spread too thin at that time and was too old
