It depends. As most books, they were written from the protagonists biased perspective. Like, when they called Pansy pig-nosed or whatever they referred yo her as, she doesn't actually have a pig nose. The insult probably eluded to a button nose. Her personally was horrendous and that made her look uglier to her enemies. That is to say, it's possible there's more to some of these characters, but because they are enemies to the protagonists, the cons are the focal point instead of the pros.

I think it's one thing to be better, but another thing to think your better after only comparing your performance with underdeveloped wizards, without ever testing if fully developed wizards can replicate what you can do.
Kinda, while this matter is a cheat, Jon has proven himself to be a genius prior to this. However, I'd be more accepting of this in 2 scenarios: (1)Its simply that he is exceptional to his peers, and his professors could do this if he taught it to them. (2)That his exceptionally strong will is what makes him cause such a change in magic. So that others with strong wills could replicate what he does, like Lily, Dumbledore, Grindelwald, or Voldemort.
After some thought, it's very possible that a coordinated cover up occurred. I mean, that's what happened with the Holodomor, the genocide of Ukrainians via artificial famine enacted by the Soviets.
