We are many years before modern times after all. Something I remembered that could help me here, came to mind. A few things actually. But mainly the Devil Fruits from One Piece, specifically the Human Human fruit. It allowed Tony Chopper who was a reindeer to walk and talk like a human. If I could do that with the sharks here ... they could be trained and after that, I could give them powers.
