Although a lot of shade gets thrown at Rias for various reasons, I wouldn't necessarily say I hate her. Sure, Issei's joining was either sus or incompetence (maybe a little of both), but I don't necessarily hate her for it. As for the laziness thing, most people are really lazy and always procrastinate until the last minute already. Since it seems no one other than Sairog actually seemed to put in heavy effort to become stronger, I would assume it's more of a devil society issue than a Rias issue. As for helping her peerage with traumas, she was a kid with no idea what to do. Seeing how they could function in society normally without her noticing any glaring issues, she might not have felt that it was right to push them. She's no therapist and doesn't have any talk-no-jutsu powers, so she was likely unsure what to do and wanted to keep the status-quo. Of course, the fact that she is a closet otaku also sways me slightly towards her as well.
I have to say that this is definitely one of, if not the most, logical wrong conlusions I have ever seen a harem protag make. I really can't fault him for this mistaken reasoning.

Honestly, I can somewhat sympathize with her laziness and lax nature. I mean, I should do at least the minimum of exercise (being simple push-ups and etc) so I can be in moderate shape but instead I always make excuses and then put it off.

Ahh, that stings a lot. I never fully blamed Rias for being lazy because I often do the same thing. Thinking, "Oh, I should probably start working out to get myself in better shape. That way, I won't feel as disappointed in myself," only to end up getting distracted by entertainment and forgetting about the thought. In a modern-day world, I can't really hate any characters who procrastinate in doing that because there are so many other things that you can do.
While HoR is one matter since it is clearly shown how knowledge can improve their combat power, there are some instances where knowledge is used with Kiana and Mei in combat. For Kiana, the only time I can think about is when she uses Void power to counter False God Otto's immortality by distorting the space to temporarily make him mortal again. Although that's the only time I see her use it more intelligently, it does make me curious as to what else can be done with Void power. Though to be fair, Kiana needed to spend most of the time learning how to control her Honkai power without going berserk. By the time she finally got full control over the Void, she got an additional Flamescion power that she needed to get used to quickly. I think it was only around 2 to 3 months from then to Finality. Not much time for her to expand her repertoire at that point. Mei, on the other hand, does end up using her power somewhat intelligently with her EM wave shielding. Although it did not seem to be a major combat booster, it did help protect her from being influenced or corrupted by the Herrcher of Corruption. In the end, they didn't have that much time to expand their knowledge by that point (except Bronya).
