"Odio est Stultus.

Amor est Sacra.

(Hatred is Stupid

Love is Sacred.)"

-- Codex Mores et Specimina, Auth. Arturius Imperia

Not much is known of the world of Serpens Prime before the formation of the Regnum Dracones as the surviving documents and scriptures which pertain to the second Legion and the Angelis are few and some even miss parts of themselves.

Yet it is by the Will of the God-Emperor that the story of his second and greatest Son had been closely detailed and written with the greatest scriptures of which is widely read throughout the Imperium, well to those who can read its majesty.

The great book was oversaw by numerous Remembrancers with the greatest of them coming from a sub-branch of a bloodline of authors and poets: Georg Fronsen Tokien.

It is his sharp witted mind which captained the writing of the Collectio Angeli Vita; the Collection of the Angel's Life.

It is with this collection of tales and stories which the entirety of the human population know of the life of the Illuminus Primas. Much is bestowed on the collection as the Ecclessiarchy keeps the first physical copy of the book in the Ecclessiarchal Palace, guarded every second by the Filias Angelus; a Sororita Sisterhood dedicated to the protection of any artefacts or objects that were made or written by the Angelus.

Such artefacts are the Codices authored by the Angelus, they being the: Codex Mores et Specimina | Codex Consilia Belli | Codex Bestia de Rex. Such writings are kept safely inside the Ecclessiarchal Palace, alongside them are other artefacts such as a construct made by the very hands of the Angelus, though the Mechanicus often wishes for said construct to be given to them.

This situation has created a tension between the Ministorum and the Cult Imperialis against the Adeptus Mechanicus, though no casualties have arose in the span of their hatred, the Ministorum and the Mechanicus have always been on opposing sides with the equipment of the Sororitas usually arriving months, even years later then they were supposed to be.

The High Lords intervened in their rivalry against each other and decreed that the Construct both factions were fighting over for nearly eight millennia was to be given ownership between both factions every decade. This allowed the Mechanicus to research the construct as well as keeping the Ministorum happy.

Life on Serpentia

When the twenty sons of the Most Majestic and Holy God-Emperor were scattered and lost. Sentenced to various worlds and systems where they would live and learn. Many of the Primarchs became Lords and Masters of their worlds, either through diplomacy or conquest.

Yet on the world of Serpens Prime, no man nor machine, even those from the Dark Age of Technology were incapable of taming the wild lands of the planet, not even the famed Men of Iron were capable of burying the many beasts of the Darklands.

It was this planet where the Second Son of the God-Emperor landed. Lord Arturius Imperia landed on a civilized world yet its many dangers would make many classify it as a Death Planet. When the pod of the Angel crashed, the impact had informed not just the nearby human settlements but also that of the dark creatures of the planet's forests.

From accounts and tales of the native peoples of Serpens Prime, the Primarch was said to have fought and killed several creatures ranging from the Umesa [Large wolves capable of spitting liquid five times as potent as acid], the Hiteros [Massive aviators who are known to kill their prey with their razor sharp talons], and the Marchadarion [Large felines who's speed and versatility make them dangerous even to those of the Astartes.]

Said to have used a nearby rock and stick, the Primarch was found by the patrolling group organized by the foster father of the Angel: Johann Imperia, the 52nd Grand Chancellor of the Federation of humans on Serpens Prime. The scene before the soldiers and Chancellor was said to be grizzly.

Covered in blood and organ-matter, the infant was said to have waved at the group while he continuously impacted the stick in his hands on the carcass of a Marchadarion. Many of the group with Johann were afraid of the infant Primarch, with some even pointing their weapons at him.

The sudden action had made Johann quickly pace to the infant and clutch the child as if he was his own. The act had paralyzed everyone as Arturius threw away the stick and stone at the carnage behind him.

Though it is not known, Johann was said to have stated something, many have debated on what that was but most believe that the foster-father of Arturius stated his wish to adopt the child.

It would only be a few hours later when the child would be found in one of the many bathrooms of the Federal Palace, the precursor to the Dracones Palasium.

Over the years, the young Primarch grew at a rate inhuman even to those of the Serpentine peoples. At the age of five, Arturius grew to a height of 5'4, normal among Primarchs yet it was in his physical and mental development did he develop far greater than even his brothers.

In all arts: martial, cultural, and academic, the Primarch of the IInd Legion excelled at rates that the word 'mastery,' cannot even come close to the skills and experience he attained.

Many tutors and masters all over Serpens Prime were dumbfounded as their student learned everything at a blink of an eye.

At the age of twelve, the Primarch had started his career in the military with his proposition in restructuring the army and officer corps. The result of which gave a greater coordination and efficiency of the Federal Army.

Yet the new officer corps also called for greater wages and greater production of better equipment and supplies. Yet the industry of the Federation couldn't bear the weight of the new military.

In the end, Arturius was forced to enter the political and corporate businesses. Many different companies all focused on different areas but had one goal that were founded in a single year.

One such company still operating to this day is the SMC: the Serpentine Munitions Co. The company was founded by Arturius alongside the many other companies that were made to alleviate the Federal Economy's troubles such as the creation of munitions.

Famed for their efficiency and output, the amount of bullets and munitions they were capable of producing were said to be in the quintillions with them going into the weapons production several years into the kingship of Arturius.

Eventually, the technological background of the Federation hindered the growth of Arturius and his companies though the population growth of the Federal cities did not stop as the Federal lands expanded far and wide till the gigantic plains and valleys they found themselves in were littered with settlements.

It would culminate in the massacre of frontiersmen who wished to expand and create their own city, wishing to create it somewhere rich in resources, they planned to expand in the forests yet they all were killed by the hands of the forests' creatures.

That was when the Federal Army was tested, formerly, the Army was known to be capable of handling the lesser of the planet's creatures but it was in the greater vastness of the forests where the far more dangerous and mysterious creatures were located.

Many legends and myths were made throughout the near three thousand years of the Federation, such myths and legends were debunked when the last expansion of the Federation ended.

When the great beasts of the forests were first met on the field, soldiers of the Federation were cautious and sometimes slow in showing any reaction as some cases with entire platoons concerned for a single beast for an entire week wasting unknown amounts of resources.

Fortunately weeks after, the army now knew that the beasts were not as their parents said they were; they were not capable of tearing you limb from limb with their minds; they were not capable of killing you by their mere voice alone.

No. Georg makes a great quote of this.

"When a man is afraid, he becomes a turtle, he corners himself and hides underneath a mountain of defenses. Yet what makes him dangerous is his will to overcome the danger that is posed against him. Mankind has always been at threat in some way or form, from outside influences or from itself yet we have always found a way to deny our extinction and found a way to rise through and grab our right to the galaxy."

And truthfully it shows, on the sixteenth year of the Primarch's life on Serpens Prime, the men and women he trained and taught fought bravely in the forests of the planet as each one of them died deaths any guardsman would love to partake.

It would be weeks after when the forests were entirely rid of any Level-3 beasts of any kind. All were either killed or captured.

With the newfound land and resources the Federation found itself in as well as the success the military gained from their training and their determination, it called for a celebration.

Yet celebration and tragedy are two sides of the same coin. High Chancellor Johann was found in his bedchambers silent and dead. Said to have died peacefully in his sleep, the Imperius Provincia and even those of the modern Imperium recognize that on that day, a great man had lost his life.

Yet the formerly planned celebrations were not called off but just modified. Those of the Federal government and Parliament were astounded as to why, even more so as to who gave the order. It was unanimously voted for Arturius to take his 'father's' place but his first order had dumbfounded all of them.

His reasoning though was reasonable. He voiced that the celebration shall be mixed in with the funeral of his late father through the parade where his casket would be at the front pulled by two of members of the Orascisprimus: [The Orascisprimus are a species of gigantic mammals that have the body structure of a rhinoceros with its entire body layered with muscle capable of carrying fifty megatons. Its mouth is large with it entirely open being wide enough to swallow five adult humans. It is scaly yet has hair though usually braided if tamed.]

The plan allowed some ideas to formulate in the minds of the government officials and they allowed it to test and see if Arturius had the skill to be the High Chancellor and to their amazement yet also unsurprised smirks, he was successful.

The Primarch organized the whole event with the day starting with the capital bells tolling for five times, a symbolic thing since five is the number of armies the Federal Army deployed, it continued on to the firing of artillery blanks forty times commemorating the forty regiments of the five armies.

That was when the parade started as the forty regiments marched behind the coffin of their former High Chancellor. They started off in Fentis Road, the road where Johann's childhood home was located, and would end at Sylphis Road where the Grave of Chancellors was located.

The parade/procession lasted for about 4 hours as the peoples of the Federation watched as their fathers, brothers, sisters, and even mothers marched proudly yet also mournfully.

There were some who were critical of the Chancellorship of Johann yet none ever 'hated' him. All his people loved and respected him.

Some wept and some silently mourned yet they all had a small joy in their minds as the things they feared for near the entire length of the Federation's lifespan were now dead or were tamed. They never dreamt of such a day when they would see peace on their home, many cried for their lost ones but many more cheered for those who they wouldn't lose to those who had taken the ones they lost.

Truly that day was etched into the minds and hearts of the Federation, in its history books would it forever stand, even in the Imperius Provincia does this day still be remembered as it is a symbol of human unity and determination.

Finally, as the Orascisprimus entered Sylphis Road where they stopped. It was here when the officers of the forty regiments shouted, at the greatest they possibly could, they shouted aim and fire.

Into the air as their arms lit the sky on fire, combustion took place though thankfully meters in the sky. It was magnificent as if on cue, Arturius started a speech from a podium inside the grave.

"Johann Imperia. Many of you know him by different names, most of you would know him as Johann the Quiet or the Silent and some of you would know him as the 'Great' Chancellor. Yet for me I knew him as father.

Like most of you, he wasn't perfect, he was no Messiah but no Devil. He wasn't the greatest father there was because there isn't. Each father is unique in their own way yet all of them have the same thing, they love and protect their children.

My first ever memory of my father was of him saving me from the wilds of the very forest our great soldiers have liberated.

I was but an infant when I was taken by my father to this very city, he took me in, knowing nothing of who or where I came from, he didn't care. All he saw was a child alone in the forest, his biological instinct told him to take me in and care for me. And that is exactly what he did.

He never faltered in his fatherhood, he always found the time to be with me, always gave me his support even in subjects he knew I was ignorant about yet he never doubted me.

Why? Because I always saught to be better than the expectations he placed upon me. And so, my friends, I shall strive to go beyond your expectations and cultivate our Federation.

If not then in the name of my father I shall see to it that this Federation shall live for another four thousand years so that his Legacy will not die.

The Legacy of the Imperius."

The speech is heavily recorded by Imperial Scholars yet sometimes taken out of context for human supremacy and domination, though mostly kept under, some variations of the speech has circulated throughout the Imperium with one of them used by a radical form of the Inquisition.
