Fury

(This chapter will be in the 3rd person, from the perspective of Fury)

The sun shone bright over the beautiful island that was the Triskelion. Countless men and women working around the island to fully establish the operational capability of the new headquarters of Shield. With anticipation and a little bit of concern Fury looked over all of the activity that bustled around the island. Patrols of Shield Forces constantly walking the perimeter of the Island and making certain that no outside influence could get within the bounds of the Triskelion. His singular eye on his right side did this for several minutes as he contemplated his next actions, requirements for Shield and one particular thing that had been pissing him off to no end.

'Motherfucker... That Emelia really is testing my patience!'

'Summons me to a meeting and then leaves me hanging like this, not only that, but i couldn't even find any evidence of her being on the planet... She just fucking disappeared...'

His face became scrunched as he continued to think about the disregard for his existence. The anger that coursed through him was only half the story however as he still had some major concerns with relation to her powers and what she was. Was she a friendly or a threat? He didn't know... And that was more concerning than anything else.

His brooding was soon interrupted however when the door to his office opened. He continued to look out the window but his senses were all focused on the person behind him. Breathing was deep but less than a mans', probably female then, the sound of her steps tells that she is a shield agent as she walks too softly despite the setting. He focused on the reflection of the glass, his eye able to pick up the blonde hair and blue eyes from miles away.

"Agent Carter, it seems that you have something of import for me..."

"Yes Director, we have received reports of strange goings on in Japan. Certain officials are acting oddly and have been making completely contradictory policies that are causing chaos." 

He rubbed his eye with one of his hands, the feelings completely dulled from his left eye since it had been destroyed long ago. With one swift turn he started to walk to his chair, sitting down in the next moment as he offered a seat to her. She took the offer and sat on the other side of the desk.

"Hmm, do you suspect something deeper and more malicious, politicians do tend to be absolutely stupid when it comes to doing anything useful."

"I have a feeling that it is deeper than that sir. It feels like an intentional plot or manipulation to take control or even rule from behind the scenes."

He nodded before opening up a laptop on his desk, its power switching on immediately and starting up just as quickly. He started to enter the Shield mainframe and searched for activity in Japan.

"Agent Carter, who are the politicians that are doing these actions?"

"Well we have two currently. One is Kenuichio Harada, he has implemented two policies that have started to gut the government's capability of policing their own people as well as introduced a mandatory identity check for all online services. It is causing waves across the world as the single most dangerous policy to freedom and liberty. There are people claiming that he represents the Imperial Japanese traditions and their misbegotten ideas."

"What a massive pain in the ass... Right, you will be tasked with observing his actions, from a distance i don't want you to be caught for no reason."

"Yes director. There is one more, Mandrill Tomoe, he has a significant pull on a majority of decisions in the country and has been slowly changing policies so that there are numerous loop holes for criminals to slip through."

"Sounds like a normal politician... Send Clint, have him observe him and if he becomes too much of a hassle, end him."

"Yes Director. I will go now."

He waved her off as she left, only for him to run his hands over his bald head when she finally left the room.

'Why does this shit always have to happen? I need to complete Avengers that way i can stop worrying so much... That's right! Would she be able to join? We do have a recording of her in Monaco fighting 'The Chinese man'. ' 

'Possible... But I'd need to see her first and apparently that is harder than I thought it would be...'

'Motherfuckin young people and their inconsiderate fucking nature.'

He stared at the laptop for some time as he pondered his own thoughts, reading about the Japanese politicians Carter had spoken on. He did find their actions odd, especially since the two seemed to meet in 'secret' often even though they represent different parties. It sung too much as a conspiracy.

'Phase 2 may be very necessary... If Avengers never comes together.'

He continued to work late into the night, most of his thoughts directed towards the woman who had blown HIM, the director of Shield, off and the possibility of her joining The Avengers initiative.
