League of Villains.

"Nothing! Haha, just wanted you all to settle down. No need for fights," the rat revealed.

The cabinet members groaned after the principal's playful attempt to get them to settle down. But deep down, they knew he was right. They will get nowhere if they continue their idle bicker. They soon settled down and sat in their seat properly to continue their civil discussion.

"So what should we actually do?"

"Let's throw in all ideas first, then we can sift out the ideas that don't work later. I guess that is what is best for now."

All of them collectively nod at that idea.

Soon, everybody pitched in ideas no matter how ridiculous they may be. Their ideas ranged from evacuating all students in suspected areas and blasting them to smithereens, to a diplomatic conversation. The real extreme ideas were suggested by the more aggressive people who received acknowledgements from their kin.

It will be a while until they even agree on a slight plausible idea.

Rui spent his days sleeping on rooftops as they were the only spots that were clean, away from the public eye, and accessible. Alleyways are dirty and filled with rats (both literal and figurative) and parks are too wide open leaving him vulnerable heroes.

The rooftops aren't too bad either. He constantly changed rooftops to avoid lingering in one place for too long, and for a change of scenery. There were green shrubbery on some rooftops, and one filled with colorful Murakami flowers fan. It was pleasant, it took his mind off the recent things.

His walks now belong to the alleys. His encounters tend to be with petty criminals and small-time villains. Unsurprisingly, there were no heroes. Probably to conserve their hero rankings.

Once he was about to change alleyways, a small mist appeared before him. It was dark purple, creating an ominous effect. It swirled and swirled into a bigger form.

Rui was on guard, ready to defend against any attacks. He noted that the purple mist had a metal body covering in the middle, and he can use that to his advantage.

"What do you want hero?" he guessed it was a hero. He couldn't think of any reason why a villain would want to encounter him.

"Do not mistaken me for a hero. I am a villain, Kurogiri. I am here on behalf of the League of Villains to offer you a spot on the League." It was spoken as if rehearsed multiple times.

Rui believed this is what he needed now. A place that offered protection and a place to live. He thinks. He could live alone definitely, but it was getting exhausting. Always being on the run left him with no time to train.

"What can the League offer me?" he asked.

"Protection, a place to live, food. In return, you are to complete missions for us. My boss has been very eager to meet you, Hero Hunter."

"Ahh, I guess that's cool. I'm guessing that you are sending me there now?"

"Yes. Step in me."

Rui entered the body and he was slowly transported in a dilapidated bar. Wooden furniture was infested with termites, there was wet splotches everywhere, and it was smelly which attacked his heightened senses relentlessly.

"Boss, I have brought him." The mist said to a man. His skin was dry and pale blue. His hair was long and blue much like his skin.

"Ahh, Hero Hunter. Welcome. You know I have gone against direct orders to not contact you? That is how much I want you in the League. I assumed you accepted the offer?"

"Yes, assuming that whatever was promised is delivered."

"Yes, yes it is. I am Tomura Shigaraki. I am the leader of the League. Our objective is to rid of All Might – which you have done remarkably well – and destroy the citizens trust in heroes. With all that sai-" he was cut short by an irritated Rui.

"Yes, yes I understand. Just tell me what I need to do whenever you need me. Just tell me where I can live."

"FINE!,' he scratched his neck, 'Kurogiri, show him to Toga's residence. He can live with her for the time being."

"Yes, sir." He obeyed without questioning.

Minutes later, Rui arrived at his own place. Not exactly his own, he's sharing with someone, but a place to call home. Hopefully.

The moment he entered, the smell of iron entered his nostril. Very concentrated iron. Blood, he deduced. He paced inside only to find a girl around his age sniffing blood in a vial. Rui continued to stare at her for long before Kurogiri intervened.

"This is Toga Himiko, your roommate. Live well." He vanished without a trace.

Toga gasped, "you're the Hero Hunter! You are a legend among legends in the underworld. I didn't think you would have joined the League! My name is Toga Himiko." She shook his hand vigorously.

"The Hero Hunter, though you already know that. My real name is Rui. Rui Hachimura. I think you are the first person I have ever told my name to." He told Toga, though that was the wrong decision.

"I-I-I I am the first? Are you in love me? Am I your girlfriend now? Now that I think about it, you are kind of handsome." She blushed.

"No. I just moved. Jeez. So when do we receive our jobs from Tomura?"

"He will call us every week or so. Other times, we are free to do what we want. So… what do you want to do?" she hinted at him.

He was not dense, he understood what she meant. There were many a rejections he dealt back home, though that was due to his notoriety. He was just not interested in anyone right now.

"Train. Don't disturb me for now. Call me when that man child calls."

"Aww, okay…" she resigned.

Rui started his mental training before going on with his physical with his shirt on. He didn't want the girl looking at him while doing it. There was no telling what the girl might do.
