Worrisome worries.
"Hero Hunter has claimed his new victim, being Death Arms after he was seen in an alley way. His heart is missing and the words 'Hero Hunter was here, come get me' was written in his blood'. Any and all citizens, if you ever encounter the Hero Hunter, run away as fast as possible and alert any heroes as soon as possible."
Tomura Shigaraki is on the fence. On one hand, the Hero Hunter will be an amazing asset to the League of Villains in their pursuit to eradicate All Might. Hell, he was almost done had he not escaped the area.
On the other, this was the same boy who fought and killed villains in the same matter as he does with Heroes, just that they were not covered by the media. His subordinates back at U.S.J was completely eradicated.
That led to a dangerous man. Not only was he strong enough to bring the number one Hero to his knees, but he was also not clearly heroic or villainous. If either side were to bring him in to their side, they would win without a doubt.
He had to bring him in to the League, but how? How was he supposed to bring in the most wanted man who was sort of a shadow. All effort put into extensive research and investigation to find his identity had ended up worthless. The only information known was his face, and that he may or may not be a schoolboy age.
Just as he was about to go into another fit of screaming rage, the static television came on. Slowly, a rough voice could be heard before it became clearer.
"Tomura, have you found any information on that man?" the voice from the static tv asked.
"No, I have not. I can't, I can't find anything about him! WHY WHY WHY!" He scratched his neck in irritation.
"Patience, Tomura. That man is hard to catch, even for me. Focus your attention on something else instead. Might I suggest targeting U.A High School again?" the voice said with a hint of elderly wisdom.
"Again? What if he shows up again?" Tomura questioned.
"My sources say he was only present at that time due to an assassination job. No worry about him anymore. Just target U.A once again, which should be easy since All Might is in the hospital," the voice reassured.
"Yes, yes, All Might is gone. Yes yes. Okay, will do." The static from the tv stops, leaving Tomura in complete silence allowing him to resort his thoughts.

"Welcome back Izuku. Hope you are feeling better." Aizawa greeted Izuku who responded back with a meek grin. "Okay class, all of you have received some pro hero internships. This means all of you will receive actual work experience before stepping into the real world of heroes and villains."
The atmosphere became to lighten at the thought of practical work. After the incident, they desperately needed something to take their mind of things.
"Because of this, all of you need your Hero names. Midnight will take the next class."
A beautiful lady wearing tight clothing entered the class. She mentioned to the class that she'll give the class 15 minutes to come up with their names. (A/N: stain didn't cripple ingenium here, I will explain that part of story sooner or later)
"What name are you going to choose?"
"I want something manly! So I can defeat villains with just my name!"
"Ugh."
Izuku struggled with his hero name. It might not be that important to the normal citizen, but in hero class, Hero names are imperative to the hero's image. Take All Might for example. His name alone causes Villains to shudder in fear.
Izuku racked his brain for a long time but couldn't produce any for the life of him. He scratched his head in a feeble attempt to scare something out of his head. He turned his head when a light feel touched his right shoulder.
"Izuku, can you come up with something? I can't come up with anything either, hehe," Ochako told him.
"Yeah, its hard to come up with something. I just need to think harder."
The Hero Hunter incident had lingered in his mind all the time. It was the only thing he could think of.
'I swear to destroy him. I will be the one to hunt the Hero Hunter!' he told himself. Only time will tell if his resolve shines through.

A group of some of Japan's top pro heroes are sat around an oval table. They were currently discussing two things. All Might's condition and the appearance of the Hero Hunter.
Sat the helm of the table was the animal hero Nezu, better known as the principal of U.A High. The others present were the other principals of hero schools, Pro Heroes in the top 100, and important members in the Intelligence department of the police force.
"The Hero Hunter is not only able to fight on par with All Might, but he is also hard to find. So far, I have no sort of lead. Not even his identity. The fingerprint left at the scene of the crime was either the victim or was not recorded in the database. That tells me that the boy either born not in a hospital and had not been registered as a citizen or was artificially made. Right now, I cannot tell you for sure which is right." Nezu sips his tea as he finishes informing the people at the table.
"I think the question right now is what we can do right now, if anything," Minato Hoshigake, the principal of Shiketsu High said. (A/N: yes, they two are my fav Naruto characters)
"That man seems playful, maybe we can agree on a diplomatic agreement?" Neji Hyuga of the intelligence department put in his two cents.
"That seems most plausible but I don't think it will work, he is aggressive."
"Are you numb in the brain? He was clearly not aggressive in the video. He was only one when All Might pummeled him!"
"Oh so you are placing the blame on All Might?"
"NO! ALL I AM SAYING IS THAT WE COULD HAVE SOLVED THIS DIPLOMATICALLY!"
The tension are rising, and at the center of all of it was Nezu who can only hope Lady Luck is on his side because she is definitely not on his side now.
This case has been most difficult to solve for the rat hybrid.
He contemplates his ideas for while before interjecting the ensuing battle between his colleauges.
"Eureka! I have an idea!"
All heads turn towards him. They all wait patiently for the rat to say something.
