In Altea, magic comes from unseen deities. All those they deem worthy are granted magical abilities; the more devoted they are the more power they're granted. This power imbalance is obviously dangerous, something all according to plan of the gods who revel in causing mayhem. There are whispers in closed circles about ignoring the gods and seeking paths without them. Their own existence fuels these forward, according to these whisperers, almighty gods would've surely snuffed them out and therefore the gods aren't as mighty as they appear.
