Greatest Greeting the Commonwealth could give?

(AN- I decided that V.A.T.S would be pretty broken so I decided to nerf it slightly by making it so that it only shows the weakness of enemies and it does not slow down time😜✌️)

Adam woke up slightly dazed and had to take a couple of minutes to piece together what had just happened. He found himself in what looked like a sleeping bag, inside of a small room.(this is a trailer near the platform that leads toward the vault that Nora will emerge from.) To his right was a small desk with a broken terminal, laying next to the terminal was a mask and what looked like a black cowboy hat. Seeing these two objects, Alex was reminded of his wishes and a sudden rush of excitement overcame him, which quickly died down because of his new calm, conserved and calculative state of mind.

Hanging on the walls of the room was the rest of his equipment: 2 silver dual revolvers that looked like Colt 1851 designs, 1 rifle which looked like a modified version of a 1873 Winchester rifle, a shoulder strap with 5 hourglass grenades and plenty of bullets for his revolvers, holsters for his pistols, one other shoulder strap made especially to carry ammo for his rifle(which to his luck was 50 cal ammo, after all, it's pretty damn hard to find ammo for a 1873 rifle in this day and age, so thank god it was modified). While putting on his equipment, he found that there was a strange looking device on his right arm.

Alex: *Holy shit! Is this a pip boy??!!* He exclaimed full of excitement in his mind, while he tried to figure out the strange looking device. A loading screen with a cartoonish face popped up with certain fields such as name and stats to fill in.

These are his starting S.P.E.C.I.A.L stats:

Adam was left slightly surprised at his stats but realised that all his stats other than luck are higher than the starting stats, due to him being reincarnated as the greatest sharp-shooter of all time(A/N-fuck off Dead-shot). His available perk points together with the starting 28 was a grand total of 78 due to him being level 50 of course. So after maximising our each stat he was left with 56 points.

Strangely, after maximising out each stat he felt a change in his body, the greatest change being after he maxed out intelligence. It seemed as if his thoughts were quicker, and his sense of reasoning improved greatly. He then decided to max out all of the crafting perks: Blacksmith, Armorer,Gun Nut, Science,Chemist,Robotics expert. This cost him a grand total of 26 points, he didn't really need to max them out now but might as well do it and have it over and done with. He didn't plan to use power armour since it would only hinder his movements, but he decided to take the Armorer perk to mod the armour of his future companions(also, even if he might not use it regularly, that Armor looks cool as shit! No way is he not gonna try it!).

He is now left with 30 points, but after giving a closer look at his perk chart, he noticed that Steady Aim, Pickpocket, Rifleman, Sniper,Quick Hands and Gunslinger were already maxed out. Again, greatest gun-slinger.....

He decided to use his enhanced intelligence for the rest of his points and took the most crucial ones: Locksmith, Toughness,Lead Belly, Life-giver, Chem-Resistant, Rad-Resistant, Adamantium Skeleton, Medic, Action Boy(He decided to put 2/3 points in this one, only for people that are actually interested in his total stats).Fun Fact- lady killer was also already maxed out😜.

Now that he is finished with his perk distribution he checked out the stats of his equipment, and boy were they broken.

Alex: "God, if you can hear me, THANK YOU!"

Now that equipment and stats are both dealt with, Adam decided to step out of the trailer, being left dumbfounded by the scene of destruction and wilderness. He was greeted with the typical wasteland morning; whatever was left of humanity was staring back at him while cool breeze waving his shoulder length hair.

About 35 minutes have passed since he woke up in this new world so currently Nora has just woken up and is trying to find her way out of the vault. He figured that he might as well clear out the occasional pest problem,before she arrived.He spotted 4 overgrown cockroaches on a nearby tree and he fired his rifle 3 consecutive times, each reload quicker than the time it takes a man to blink, killing 3 unsuspecting radroaches. With the last one he decided to have a little bit of fun by testing his gunslinger skills to the max. He fired his revolver at a broken car door, bullet ricocheted off of car door,bounced again off of a metal sign and lodged itself in the head of the creature.

Alex: "As repulsive as can be!" He exclaimed with disgust painted on his face. Looting the bodies was an option but he thought twice after he saw the slimy mess.Now the last thing he had to do before Nora arrives was verify his last wish.

Alex: *Open shop* and as soon as his thought passed, the typical fallout vendor screen popped up in front of him, left side his inventory while right was the shop. As he played around with the shop he came to two conclusions:

1. He can sell items to the shop but the price he sold them at were astronomically smaller, e.g his most expensive item which was priced at 13000 caps would be sold for 1300 at the shop.(kinda sucked but gotta keep vendors still useful Ey?)

2. All items were also more expensive than he remembered them to be from the vendors e.g one 10mm bullet is 4 caps while a vendor sells it for 2.

Alex: *Even with these limitations at least I don't really have to worry about running out of ammo.* His thought interrupted by the sound of metal screeching and machinery rattling. The fated meeting between the legendary sole survivor and the mercenary of the emperor is about to happen.

(A/N To those of you who don't know who Nora is, she is basically a vault dweller that woke up from cryo-stasis. She was alive before the war that caused the fallout. Currently looking for her missing son, mourning her dead husband.
