"It would also invest in preventing the scums of mankind who use their powers for their own benefits and try to harm mankind in any way. It would regulate the flow of artefacts and also with the police maintain public order."

The prime minster paused for sometime so people could digest this information. He also used the situation as a convenience to look at his notes.

"Then there is the issue of guilds at hand. While people are free to establish guilds , they would but first have to submit their application stating their wish to establish a guild through the Rakshak association"

"The guilds themselves would be given considerable freedom , as it would not only let them grow exponentially , it would also help to grow the number of "Rakshaks" of the society."

"But nevertheless the actions of the guilds would be monitored by the association and in case if the guilds were to cause problems to humanity or any other kind , the Rakshak association would step in and enact the necessary actions."

"The entirety of the functions and about the Rakshak association would be established at its official website. The process for also joining the association is given there in the website as well. So kindly give it a look."

"India has also held talks with the world countries and in month's time , the economy would be stabilised if not brought back to old figures according to the experts of our nation. So take my words and be rest assured that your livelihoods would not be affected by the catastrophe anymore."

"The military of course would work close to the Rakshak association and would hold the order of the nation."

"Next about schools"

The prime minister then began to talk about the most awaited topic. As most of the people who died were youths especially those in the range of 16 to 25 , the decision on the continuity of the institutions called schools were the most awaited topic.

"As you know , the catastrophe got the best of our youths and most of them have lost their lives. It has been estimated that on average at least 20 people out of an average class of 40 people have lost their lives."

"This is given of course for students of class 8 and above. Students less than 13 years as per observations are unable to awaken their talents and are only able to when they reach 13 in real time. No spending time in dungeons would help the children to awaken their talents soon, another foolish notion popular among the forums. A foolish notion as dungeons don't have an impact on biological age as per recent studies."

"As students or children less than 13 don't awaken their talents, the government has decided to give them compulsory education until 13. Until the age of 10, they would go to a normal school which will teach them basic arithmetic , basic language , science, etc."

"After 10 , they would be enrolled in a basic Rakshak school which would them all the basics regarding talent's skills , etc. It would give them a foundation on how to use their eventual talents and how to defend themselves. After 13 of course , they could further take this theoretical knowledge and enrol in an Rakshak academy to test it out practically until the age of 18 after which they are free from compulsory education."

"They could also after 13 enrol in normal schools and colleges so as to become scholars. New courses based on the catastrophe such as research on topics related to it would of course be made available if students were to take that path."

"All this while already existing subjects vital to life like science , maths and languages would also be taught but less intensely."

"As for those who are now above 13 , they have either a choice to drop out of school or continue it. It would take us at least a year to establish schools based on the new curriculum. The new students although could enrol at the Rakshak schools, they would have to study education for 5 more years. For example a student who is now 17 would have to wait a year and then could only finish his education when he is 23."

"Students who are now 13 can of course wait a year before attending Rakshak academy."

"To hone their newly awakened talents in the 1 year gap , the government will provide tutoring at an affordable prices. In fact this tutoring is available across the board for anyone to use and benefit from."

Getting all of the crucial information out of the way , the prime minister continued for about 20 more minutes to talk about minor things before ending the announcement.

Karthikeyan commented while stretching his arms lazily.

As levels progressed it was getting more difficult to level up. This was why Lower dungeons wouldn't work as they would always give low exp in accordance to your level.

There was no fixed exp you would get for anything. Considering all the factors in a complicated way , the system would finally give you the amount of exp after killing a demon or finishing a task.

But when you were raiding a lower level dungeon , then it was pretty much guaranteed that you would get a meagre amount of exp.

It would then take more time to level up.

At first humanity considered the time difference between the real world and a dungeon to be a boon and thought it would allow them to level up like crazy.

But after sometime , it was seen that the opposite was true. Levelling up was difficult. Even the talented individuals struggled to level up. Only one could imagine the horrors lower talented individuals would undergo to Level up.

The top level across the globe was 25 and it was achieved by a Polish man.

According to that Karthikeyan was probably in the 1 percent of the world which he did like and was actually proud of it.

During the past 10 days , he had not only levelled up. He also learnt how to control his slaves and use them in a coordinated attack. He also raised about 5 more slaves who, he all gave basic consciousness as they were not that significant. Now he had about 8 slaves , out of which 7 were combat oriented.

He also honed his swordsmanship further and increased his chi reserves as he got 2 skills , one which he purchased from the shop and the other , he got it from a dungeon raid.

The target is mind controlled for about 10 seconds and is given torture in pits of fire for 3 days in another dimension. Causes the opponent to lose their sanity. The pits of fire cause burns which are not very potent . The effect is nullified if the opponent has a higher levelled skill which counters this mind control skill.

Skill countdown: can affect 2 persons per day. skill cooldown : 24 hours after 2 persons are affected.
