The solution to the Uchiha massacre is very simple. According to canon, Hiruzen did not order the genocide. He was still convinced they could come to a peaceful agreement. Which makes sense. He’s all about appeasement: he let Orochimaru escape after killing children, he let Danzo get away with trying to kill the Hokage, and he gave up a Hyuga’s body to the enemy village that kidnapped a 4 year old girl. Solution: When Itachi receives official orders to annihilate the clan from Danzo, go meet with Hiruzen. Confront him and ask him if he ordered the genocide. If he did, ask if you can only kill the guilty people trying to commit a coup. Ask why the civilians, elderly , and even the babies have to die. That’s the drastic solution. A more peaceful attempt would be to stop the Uchiha from being the police, move the clan back to their original territory, use a seal that protects their eyes from being stolen from their body (one of the motivations for their deaths is to acquire their bloodline), then integrate with the village by going on missions just like the Hyuga do. Bonds will strengthen with the village.
