I have a few ideas in mind, both from marvel/DC and Gundam I'll keep them under my hat for now

I_love_drugs:a government full of individuals under his influence or control or paycheck or just in the same line with his ideals would be better as insurance the ones in the same line to his ideals are the ideal options(under his influence too)
