Assassinate his character. Make him so toxic, the village will be repulsed and disavow him. Then, out Obito Uchiha as alive and the one who controlled the 9 tails. Disavow Obito and inform the village that this outsider Uchiha has the power to phase through attacks and can teleport into the village whenever he wants and that we need seals to strengthen the village.
