Hmmm Personalliy I feel that he should take on the role of mysterious stranger from fallout. Vision will do his own things and follow his own unique story in this universe which from the most part will be merging with the mind stone and finding more and more ways to upgrade his physical vessel. Then randomly or planned he will show up and help change the course of specfic battles, wars, conversations, relationships, and power dynamics. Either by interfering, powering up a certain group, or spreading specfic information. Then the changes this has on the timeline and the progression of it all can be shown in side story chapters. While the main vision chapters is him going around the universe, different dimensions and planes, and later on the different multiverses.

There's nothing happining in your story scince chapter 13, even though the drug bust has no impact in the story. All you've been doing is talk, plan, and train, focusing more on how to get stronger than progressing the story. Just focus on the plot of the story, if you want to make it longer, make a sub-plot.
