If they don't have any powers than even with Robin and Batgirls skills he could easily subdue them if you don't give them their plot armour. Also will this keep happening with the ROB interfering constantly to make his life difficult? Because if it is you should tell us now as most readers of this type of stories don't like ROB's constantly interfering in the story to hinder the MC.

should have just let them have their powers and give the guy a quirk to block mind reading ....people on ONE PIECE R really strong that can literally harden their soul and perceive futures and decimate the land with their mare presence

since you added a non quirk item the quirk shedder maybe add other qurik related items like quirk aid repairs quirk to get rid of side effects or quirk awakening item to awaken a quirk for example if he got the creation quirk and awakened it think of the possibilities
