I would imagine that despite what the stats sugg4est each individual will have a limit to their level and stats depending on their quirk and talent as opposed to izuku who, while not able to get overpowered fast will continue to grow. I also hope that the intelligence stat for people does not change except izuku as normal people can only become more knowledgeable, not more intelligent.
