its to show the character is thinking. The choice ability is just as much about character development as it is about power. additionally because this character is more op then your average character, it forces the author to keep raising the bar on creative challenges and and writing ability to describe those challenges. Brave author, much respect. it nice to see a character who is overpowered and still thinks about tactics over raw power.

By the way a lot of these skills seem to be redundant as you can get an upgraded version for the same exact price. Unless they can be stacked these skills seem pretty pointless and take away from how good the system is.
