Electabuzz can learn magnet rise so he could in theory use it to fly

For the configuration of electrivire jack of all trades but a master of none isn't a great choice since he'll eventually have 6 pokemon. He could be a vanguard type Pokemon that can deal quick and powerful damage that has capabilities of protecting itself
