Ursaring have slightly more attack than Heracross but are way slower. Defense is the same with Heracross having a higher special defense (though it's irrelevant here). Wild Ursaring's only special move is snore, which they need to be asleep to use, so it's higher special attack doesn't matter much. In conclusion, Heracross is just a faster, more agile, and better trained Ursaring. Ursaring also only has play rough in it's movepool as a super effective move, which has low precision and may not even exist due to being a fairy type move, while Heracross has brick break and may have moxie for an ability, which is useful in group fights. So yeah, easy win tbh.

that wouldn't help with steel wings. Steel type is about hitting, slicing or resisting so hitting soil, then trees, then rocks would be a more effective wya to train up to it than lifting weight, which if anything would be EV training for attack.
