I think expert 'Hand-to-Hand' combat is different entirely from 'Master Martial Artist' which is how he is defined in MCU Wiki. It was described as ''...ïncluding Boxing, Eskrima, Krav Maga, and Jeet Kune Do'' H to H combat doesn't include all of his martial arts repertoire.

just an add-on,captain america can get stronger by training,not a huge amount to become something like thor for sure,but his prowess after the super serum is not the max that can be achieved by him,if i remember correctly that is shown in the ultimate universe
