to me you should explore the naruto universe more in depth, and if you want to return to the empire because of the war you can say that the time dilation is different on this particular universe or something.

This world does have a lot of potential. Next world should be like danmachi or whatever it’s called. There are many gods divinities to study. And the power system could help the empire. It would increase peoples stats from “Xp” by fighting which also would increase peoples motivation to fight in the war

In the world of Naruto, you can spend time interestingly and usefully for the empire (even as an op, I hope you will not weaken it for each new world ... because this is an opportunity to show your writing skills ... + nerfing the character is disgusting, and also proof poor writing skills... or his lack of confidence in writing). After all, writing a long and interesting book with op mc is much more difficult than usual. And the reception with a nerf for the sake of the plot is poor + quickly gets bored. I think you have enough skills to write interestingly without any nerfs in new worlds (even in very weak ones. because you need not only: battles, dangers, etc...)

Make it very long and detailed because its very expanded universe don't have opinion on sharingan but at least study and replicate its ability if not taking sharingan or directly have rinnegan

Everything is good and all but his Empire needs his support and he promised to only be away for a short time.

Personally i just find his discoveries interesting and i can see that some of the things in this world would be useful for him so i would not mind a longer arc

I mean there he can study the viltrumite for their almost reactiv adaptation,and he can aquair luther strode herculean training method so he can train in harmony and combine his body,mind and soul,and even if the power it garants isn't much he can alwys improve it,I mean the training method givs him auto bio manipulation and more,and in the innvincible verse there is also a guy that can travel the multiverse and i don't mean paralel ons,because in one issue he brought Mark to Marvel where he meet spiderman and fought otto togheter.
