So why be brother to batman? He's borderline human so him having a brother who is a mini reality warping superman is just plain out of nowhere... Plus completely out of place in the bat family (it's stupid not being indirectly part of them if the boss was his own brother, he literally don't have a choice but be a mandatory member) which composed of normal humans.
