In team play, he is not even GoM level and individually he is worse than all of them. In anime, he was compensated by getting three Uncrowned players on his team and was extremely boosted just so he could be seen as a sort of final boss for Seiring despite being worst. He is slow, weak and short. Emperor eye and ankle break are nice but really not enough for him to be best in the series. As PG without the Emperor's eye, he is good but only in low GoM level. Individually he is even a bit worse. As PG with the Emperor's eye, he is much worse than before. Individually he would be GoM level definitely, but that is kinda useless when you play as PG. I truly cannot see how he could ever defeat Murasakibara in canon or be considered best player in the series. Author (of canon) needed "final boss" level character but choose so bad character design that is simply so unbelievable that it destroys it completely. As I said he is weak, slow, and short, and only technique wouldn't make him the best.

When a fanfic is so much better than the original. The original was good, but we are none of the miracles reach their apex. Yes they are all amazing players in the original, but around year 2 and inn year 3 when the team collapses, we dont get to see what the miracles when at their best can do, but now. With shun as extra motivation, im really looking forward to when all are on their apex and have a game.
I've re watch the anime and yeah that's what I think would happen if Akashi and aomine fight, that would be a good reason too for aomine to want to fight Akashi so bad even when he's injured (after Kise vs aomine). and isn't kagami weak? in one on one outside of real game he never win against any of GoM, after they beat midorima in the training camp he can't score against him, before the game against Kise he was beaten by aomine in one on one. and even in game, against midorima, against Kise, against aomine, murasaki, and Akashi he didn't really win them alone
