as broken as the voting system is, it gives novels that wouldn't normally get voted in a chance. Maybe to clear out the novels that have been in there for too long they should have 1-2 weeks every month where 2 novels can go through instead of just 1. which would help to push through of the novels that not that many people want to see, while at the same time not denying newer novels a chance.

I don't think there had been, IDK, I haven't been around for too long. However, if a novel stays in the queue long enough it will eventually get to the point where no matter what % of people vote for the newer novel, the older one will still go through, even if it gets no votes that week. If we have 2 releases on one week (sporatically, not every week, maybe once every 3 weeks or month), that same novel that not that many people want can get pushed through, alongside a novel that lots of people want.
