Firstly, I have a bias against Usopp, so that's a factor in my decision. Secondly, it's consistent with Toshiro's character to act this way. If I let Usopp stay alive, he would interrupt and stand in front of Toshiro, making Toshiro look like a clown if he didn't kill someone who dared to interrupt him. I could have Toshiro cut off his limbs to keep him alive, but ultimately, it's my fanfic and I can do whatever I want.

Why, in my opinion what makes one peice good is the world building and the power system. Why does some random side character matter?
