That mindset doesn't make sense in a shinobi-based world, especially in a village with as storied of a history as Konoha. It's a modern mindset and wouldn't have a source for children to learn it from. Controlled killing would be woven into the culture of everyone there. At best, you could expect civilians with no shinobi relatives or experience to adopt it, but that's nowhere near the MC or main side characters. Without them being reincarnated individuals, I would find it very challenging to create a traditional 'hero complex' in this setting.
