I think Hiruzen was rather old and far beyond his peak, rather than being incompetent. People want to see him as an all knowing force, which he is not. Don't measure him by his failures but by his accomplishments. He didnt survive 3 shinobi world wars with Konoha on top as a fluke. Sure he did make mistakes and he had to make hard decisions, where you lose either way. The Uchiha massacre and Hyuuga incedents are a mess where you cant simply win through any outcome. Regarding Asuma: well Asuma already had his falling out with his father because he couldnt live up to his standards. No need to to further compare them. Narutos caretaking as depicted in the Manga and Anime is a failing of the village as a whole, but also a narrative tool of Koshimoto to create sympathy for a likable character. Fanfiction should take this with a grain of salt and either create missing context in either way they want to lead their story to or leave it completely untouched as being 'source'. If you want to measure Hiruzen, compare him to all the other villages kages. They all have their own messes... its what makes them human. Dumbledore is a similar, yet different can of worms. Neither the wizard society wants him to be to solve their problems, nor the headmaster Harry needed. A complex character for a reason, who isnt served justice when people only depict a single layer of his character in their version of fanfiction. Sure a selfish evilish Dumbledore can be a nice antagonist, but only when he is well written in the right context. Same thing with Hiruzen, though I personally prefer Hiruzen to be good with a fault and let Danzo take most blame as Konohas Cancer.
