No Rimuru is not a reincarnate here. It is more like Rimuru is in this universe like an Oc and I have mentioned Ciel . While her computational ability is that of Raphael with more emotion like ciel so she is not just an artificial intelligence but a person with the capabilities of a supercomputer.
