He had his memories but not powers besides sayian bloodline, but still he have to practice in secret not like goku and Gohan who spent their whole time training with someone to teach them (goku his adoptive father and Gohan his father goku^^) while he's basically training alone only a little time everyday to escape his parent's eyes and only with theoretical knowledge no real teacher and no real opponents.So it's normal he can't grow as fast as them

Ok thanks my bad the tbh I never followed the fill story of the original DxD, in the middle of the first season I gave up cuz I just hate issei, although he's a good kid at heart I just can't x) but I like the fanfics with other Mc cuz the setting of the world itself is super nice to make stories :D
