We never know exactly what was in Dumbledore's mind and if he fully knew about Harry's mistreatment. He's one of the brightest minds in the wizarding world, from the reports from Arabella(squib) too he should be able to guess that Harry's condition, The savior who vanquished Dark Lord, The Boy Who Lived, will Dumbledore never in those 10 years once go to see harry discreetly, as the fate of the wizarding world was in that boy's hands, as per that Prophecy. so there are many plot holes many complicated things, and each Author and readers have there own views. Dumbledore was a complex character, he feared power will corrupt him, he feared his own self, he plotted his own death for the greater good, That's all.

Are you kidding dude, dumbledore knew about what happened to harry in the books, i forgot what happened in movies but according to books(especially Order of Phoenix) Arabella Figg was a Squib who lived near the Dursleys who monitored harry on the orders of Dumbledore, and the protection magic Dumbledore casted on the Durselys house tying harry’s blood should not be everlasting it must surely be regularly maintained and recated or something. So, Dumbledore knew how harry was treated with dursleys.
