There's a lot of theories but I'm assuming Kisuke placed the Hyogoku inside Rukia during her mission that time and now is just prolonging her stay in the human world with the help of that gigai. Doesn't matter whether she give her powers to Ichigo or not, Aizen will still be able to imprison her cause he's controlling central 46. Aizen wants the Hyogoku and he'll find ways to implicate Rukia.

I don't want to keep you in the dark because as a fellow reader, I understand your point, so I will clear it up now that the story's progress is going to be very slow. I've tried making fanfics in the past and whenever I hastened the process to get to the good parts I ended up ruining them in the process. So that's how it is. It's convenient for me to insert some scenes which I have in my mind with a Yoruichi like this but that's the main reason. The main reason is I like her this way.
After being done with the stuff Yoruichi finally took a breath of relief while saying "It's finally done. Sigh, I not only saved this brat but ended up doing free cleaning for him. Tatsuki shook her head and just when she did that she saw Ichigo sitting down on the ground and placing his tiffin on the ground as he opened it up. "What you're waiting up for then? Let's dig in." Seeing the bright face of Ichigo who was inviting her made Tatsuki again remember his words followed by the kiss they shared.
