Any of the humans in that verse if they wanted to and had no bending could track down one of those turtles and they could give it to them if the turtles deemed them worthy. The only reason all people aren't like the avatar is because those powers put a strain on the spirit/body or both that would kill a regular human. With the system upping his physical and spiritual capabilities it makes sense that he can do it without a spirit's(Rava/Vatu) help

Nah she had to fight that war as Voldies faction were blood purists and hated anything that wasn't a wizard or, for them, a farm animal. Case in point halfbreeds, like Flitwick and Hagrid, Veelas(What she is), Werewolves, and muggle-borns. That war if not ended would have been forced on her sooner or later. She could have probably gone into hiding if Harrys' side lost but that is a sad life.

They're all being wayy too accepting. Honestly, at that point, the Jedi would have forcefully grounded him and had him reflecting on his ways. Not to mention Windu and his near-casual acceptance of peter doing all these things. This might even be enough for a few to consider locking him away forever. (never seen anything but the movies FYI)
