Not to nit pick, but do you have proof that support items are only allowed to be used by support source students? The only thing I found in the wiki is that support course students used the sports festival as an advertisement for their support items, and there's no mention about hero course students not allowed on using support items
He asked the school to make him one as a part of his hero Costume. Last time he didn't have a chance to use them but now he can. And being a part of his Hero Costume means that he doesn't even have to get special permission for them.
