This species came up due to a need of electric rodent mascot in the hoenn release of the game. As everybody knows the new games will always have 1) trade evolutions or option evolution that requires trade.2) an electric rodent mascot not unlike the iconic Pikachu.3) A new evolution form/a new pre evolution form/a region variation of a stable pokemon.

Realistically speaking, he had some knowledge about Pokemon that seemed completely unknown here. For example, as far as he could tell, Slowpoke had only Slowbro as its evolution here.
