If it has rules than charms shouldn't be able to create water at all. At most it could gather the moisture in the air and have it controlled by mana. Because if you can create matter like water, then food is only but a little complicated. That's why I find it weird that magic would have rules as what is and what isn't possible. It's simply not logical enough.

I prefer PS4 classic suit, plus those webshooters in PS4 are best of all kind of webshooters since they do not require cartridges at all.

Maybe not click sound when it is used when out of fluid, rather click sound when it IS out of fluid regardless of attempt to use or not.

Dude, how many hours in a day can you give to cs while considering that you get 8 hours of sleep, 3 hours in total for eating, 1 hour for miscellaneous stuff. That leaves you with only 12 hours out of 24 hours. That means if you even try to give all that time to cs, you'd require, 33.33 days. And now you have to consider that he's in no rush to spend 12 hours a day for CS.

That just makes it even more of a wrong choice.
However, there are downsides as well. Using this now will cost him, If using combined with OFA which is most likely he gonna do, his HT consumption will 2x. Making him lose 2 minutes of HT in just one. The ratio is no longer 1:1 but 2:1.
