Are Pokémon parts harvestable and useful for making money at all? Would sewing up some rattata pelt be good for something idk. Could you collect butterfree powders to use or sell Would be nice to get a gyarados for that real overwhelming protection force. Maybe slowpoke could psychic sense for a smart magikarp that would be cool about it? Sounds like it’s coming down to needing money and pseudolegendaries lol If he captured some ground type could they dig out an underground base? Can you somehow use grass Pokémon to grow berries.

He could farm up sleep powder from butterfree in small amounts every day until he has enough for some powder bombs to add to his weapons/tools

One of the best stories out there right now love the urban survival. Great application of less commonly used Pokémon. The rarity of pokeballs really was a great story choice. The hitting the gangs for loot was awesome and was a good way to get him a reason to have some high potential Pokémon. His Pokémon whipped those dogs fr no prob which was crazy Fiendin for more chapters
