I think assassinating jinchuriki's would be near impossible as they can just regenerate any fatal wound + they have to be atleast near kage or elite jonins level to be even allowed to be jinchuriki's, by chance they do....yea no konoha fo us :)

let it remain UT borders are not made yet so there is no standard of safety in ladhak now and making it a state would cause problems as there would not be smooth governance or implementation of orders to protect the civilians. also there are major environmental concerns but you could either be conservative or progressive,china didn't care about conservative and because no one was there to stop it's govt smooth governance is one of the greatest powers of China in its path of power
